all player dungeons that can be entereed by portals have dungeon id's in the db so you can add requirements like level to enter or gear level to enter. instances that are not accessable by players such as oldscarletmonstary and say stormwind jail can be teleported to, but have no dungeon id's in db

that is my 2nd question, and my first question ive googled to no avail, with how to create a game custon portal that send players to ingame teleport cordinates

ok so passing the need for the dungeon id thing... i just figured out a solution in the db. so yay on that.
still no idea how to create custom portals that send players to a teleport location from the db
