I would personally create a new user to access it remotely - especially since you would need to create a new entry for root to allow it to be used externally anyway

If you created the users, yes it is. If not, no. You would need to create the user to access it from HeidiSQL or to connect to it using authserver/worldserver

If you ran `data/sql/create/create_mysql.sql` that won't let you access it from anywhere but the same system. You would need to edit that and change `localhost` to either the IP-address of the system that will use the user or `%` to allow all IPs to use it.
