it doesnt matter if its running but it wont be changed until u restart

It won't break anything. If you still can't connect you can try restarting authserver and if it still doesn't work then restart worldserver. It should work while it's running though, just covering all possibilities

Actually, yeah, you have to restart at least authserver since it's loaded into memory and not grabbed from the database every time a player logs in. I'm a bit confused, apparently.
