There should be 2023_04_24_00.sql if the database was empty to begin with.

In auth and world they seem populated, but they are both empty in characters

Well, did it actually successfully import all files to the database? As Rymercyble said they shouldn't be empty.

Well, what if you drop the `updates` and `updates_include` tables in the characters database? I'm not taking responsibility of that breaking something when it comes to characters.
