I'm not sure why they make certain choices, like making OW2 free if you play the PvP part of the game - in a game where PvP is what you play - and make you pay for the PvE content.

Yes but I don't get why you would make PvP free which is 95% of the game and I don't know anyone who is going to pay for the PvE content.
