I can't figure out what is wrong with my server. Running Deb11, it won't connect to 127.0.0.1 which I was assuming is the self IP address for a dedicated server. I can ftp to the server and move files etc. But either it isnt installing a DB or networking is messed up. Any clues?

In the /apps/startup folder I found a conf.sh.dist, Shouldn't all these dists files be renamed?

you want to keep any and all dist files that you come across. If you need to edit them, make a copy and remove the `.dist`.
