those table are typically filled in the AC database because it can't load the client files anymore

from what i am seeing. the tables are overrides of the dbc, sorta like a form of hotfixes

if the tables do not have a overriding entry, then it will be based on the dbc files

those DBC tables DON'T have an index column, AC adds it because it's probably easier to read the data this way (wdbx does the same with auto generated keys)
