on most custom servers there are additional patch.mpq files.
but i want to build something that do not requires such files,
like using existing in-game unused items, modify stats and effects on it and add in-game content like for quest rewards, add custom quests,modify existing weapon-armor and just remove from loot-tables and make them available through some other way
do that possible without additional patch files to be necessary for players to download?
for example i take something like `wsg mark` that isnot obtainable in wotlk and change stats and description and add a quest that awards that mark, will players be able to see those quests and modified items? or still have to make patch files?

u can have quests and reuse few items but thats about it

so to make custom quests i do not need patchs yes?
and u mentioning reuse few items, does it means like i ask about wsg mark if i change description on it that will be seen by players too as i modify or they still see original description?

under custom i do not mean something like adding new models or places, under custom i mean just to modify items and efect on them, like enchants give some wisual effeect, change model on some weapon with others already in game model and etc...
