Did the same for a years until I owned a Blackmagic 6K and the Canon R5. Tried to run the R5 RAW footage on my windows machine. Whether 8k or 1080p, it was like wading through molasses. Even with an i9/4090.
Tested out the same footage on a buddy’s M1 Macbook laptop. Realtime viewing in Resolve. Smooth as butter. Went out and picked up the M3 shortly after.

Yeah, I don't have issues with resolve on windows even with an older PC (for reference I tried it on my old 7700k with a 2080). No real need to go into it any further but I wanted to point out that the issues you seem to have had isn't something I've seen myself.
