You're talking about not being sure how to enable modules in PHP, yet you say you don't have a webserver. PHP can't be installed without one so how are you trying to install modules?

For Windows you'll have to download stuff to install any of it, just like MySQL.

Well, it's not a guide on how to setup a webserver, it's just what you need in order for it to work. There are thousands of guides on Google for installing apache with PHP and modules.

XAMPP would probably work but isn't really intended as a permanent thing but still could work. How you add modules to it I couldn't tell you, I've never touched the thing.

Last time I tried to run a webserver on Windows was like 12 years ago and I used IIS and manually installed PHP which took ages because it was hell to set up.
