CURRENT respawn times for creatures are stored in creature_respawn in the characters database btw. If one has been killed, respawn is noted in that table. If it hasn't, it won't be.

I tend to restart the server since startup is seconds anyway, but sometimes I feel brave and try reload.

i mean like not after every single change if u are doing 50 changes do all of them and then restart
