MySQL server (and MariaDB which is based on MySQL) has a config that uses bind-address to determine what address (IP) the server uses. Linux has it default set to not allow anyone except local basically.

If you're using Windows, I find it weird that it would do that. I have never needed to change it under Windows but I don't use it very much there so maybe during installation somehow you can do it.

figured out that this was fine, it is the tooltip that is incorrect
