The enabled language is set in config.wtf but I don't know if that folder is all that's needed.

I remember runing this client 2 years ago, and when changing language it did change it successefuly - meaning it probably has it all, the only problem was that i was getting Cataclysm dialogues in WotLK but only in Russian
