I don't think there's a percentage.
But we ran through the brackets on CC in the past 2 years and a bit. That should have solved a lot up to tempest keep content.

thats not even realistic theoretically any change to core could break any of quests and there is no way to validate all quests after every update.....if u plan to do all quests u will definitely find bugs some u may not even notice bcs ur knowledge of game is not deep enough to know that its wrong and some can be obvious

Game knowledge is a huge factor actually. 99% of players won't notice the last bit of detail anyways.
