I would just think it would make sense to have some kind of centralized place that handles building a database with all the corrected quest lines, events, NPC data for blizz-like servers to have a solid core to work with... Maybe I just haven't found it online yet?

The big contributors to TC aren't so much filling out the content, they're for the most part dealing with underlying mechanics that need implementation (plus they mostly target retail these days, so those changes don't necessarily carry over to something like AC as often), something like CMaNGOS/VMaNGOS do share some implementations/changes across each other, e.g. vanilla Scourge Invasion event got cherrypicked to the CMaNGOS Classic branch (and maybe TBC branch, but I'm not sure), and AC contributors cherrypick from other projects every so often where applicable

For the most part most of the cores that I've tried so far seem pretty good when it comes to gameplay.. And it seems that what every single one of them lacks is scripting in this area scripting in that area and everybody has different areas that are fully fleshed out that are completely different from all the other people's fully fleshed out areas. That's what kind of has me wondering if there is a place that shares the bliss-like db fixes.

And if all that takes is packet sniffing and preparing the SQL with the perser reading through it and then injecting it into the database I am 100% down for that.
