Leave the area and go back and try to equip it again. In my mind it's like a bool is set to true when you equip it and you can't regain the buff with it set to true but it won't get set to false unless you leave the area.

So, if I equip the thing before entering the area, and then I enter, I don't get the effect.

Yeah, it's only usable in there but you should be able to re-equip it to get the buff again shouldn't you?
