1- I want to remove the Icecrown Citadel buff in 10 man mode, in which part is this possible?
2- I want to give Icecrown Citadel 60% hp and 30% damage, in which part should I apply the changes?

The buff inside ICC is set here: https://github.com/azerothcore/azerothco...dist#L4316
Setting it to 0 means no buff. If you want to only apply it to specific difficulties of the instance you'll have to implement that yourself.
