I copied the "Dummy Spell" and added cast time, item enchantment on effect 1 and 2 and I also tried to copy the "Heavy Borean Armor Kit" thinking maybe I missed a flag. I then compared all 3 in the database to see if I missed anything. Can't seem to spot somthing that would cause the instant cast time.

What's really interesting is it has a cast time when casting on an Alchemist's Stone but nothing else so far.
