In general, if you want the client to show your changes e.g. in tooltips, you need to deploy DBC files.

yeah, i need to include them in an MPQ in the end. but i also need them housed on the database because the calculations i'm doing on the spells cannot be done 1-by-1 by hand

and what tool are you using to go back and forth? like i said i've been using WBDXEditor but it seems to be a UI tool and i need something headless

My prefered way is to work in SQL with custom tables.
But i don't do things like that much, so i'm probably not the best reference.
