Never heard of a config option that forces the client to minimize and refuse to get back to normal

If it's not an infected client I would say some piece of software is causing it and you should shut everything down that you don't need and try again

Yeah, old game malware would do things like that back in the days so you couldn't mess with them while they're wrecking havoc in your game.
