Is the report done within the project repository? If so, please share the link. And if the report does not exist, please create it and we will try to prove it. It doesn't matter if the server is customized or not, if the report is invalid, it is simply closed.

I reported a different broken quest and the issue I created was closed because my hash didn't match up because my core is modded

I recommend the `.pdump` command
You can find information on the wiki.
https://www.azerothcore.org/wiki/gm-commands
- `.pdump write`
- `.pdump load`

I have not tried that command in the console, but possibly the problem that exists there is a bad database import. Although I can't say for sure, I should try it first just in case. It is good to accompany the question with the commit on which the test was done. Many people use repacks or builds from several years ago for different reasons. In your case, I think you are using the current version of the emulator, however, it never hurts to clarify.
