You can use GM commands like `.cast` or `.cometome` to let creatures aggro.
I can also think off commands to increase the wander- or aggro-range.

it would be beautiful if I could find just one example somewhere. something that works. but I've spent 45 minutes searching through this server and websites trying to find a single person who spawns an npc and uses it to attack characters. no such examples exists
