Some tables can be manually (partly) reloaded at run-time. See the `reload` GM commands.
Others just require a restart.

To be sure Always restart the server.
by the way always use a integer not a string if the field is a integer in your query. Avoids quotes when not needed.
Besides if I recall MySQL default quotes for string is single quotes not double

yeah it's probably better to just use a normal `where` because I think the query does an implicit conversion from integer to char which is also slow

Check which account level the character has that you're currently logged in with. I'm not aware of any open issues regarding the command tables not working.

All it did was updated the security from 1 to 2 so no commands should be on lvl 1 account like its on that screen shot
