Generally changes in the conf should not require client changes to take effect.
But i don't recall that convo in detail.

It was about the profanity and reserved names change in the worldserv.conf not allowing names that would be controlled. You said that had to be done in the client as well. So I was asking if the same was with the guild prices and guild bank tab price settings in the .conf file. I had set those all to say 10 copper, but the game still had the original values. So I assume it is the same where there are client updates required as well. But that's what I was asking about.

These are two lists. One is in the server db/dbc, the other is fully client side.
