I compile on Debian 12, Ubuntu and Windows 10. But on Windows, I am still using OpenSSL version 1.1, I have not updated it, however, many people here stated that it is possible to compile. There must surely be some residue left from the installation of 3.2, which is not allowing you to move forward. The cmake it returns when it finds the OpenSSL version?
