If you want to add another ranks then existing, you will have to re-examine the entire core to check/edit the conditions for each Player's action. Everywhere. It is too long.
Another way - use existing GM-levels, but edit message in `cs_gm.cpp`
HandleGMListFullCommand
HandleGMListIngameCommand
instead of "GM lvl 1" - "Administrator", etc.
Adding new GM rank will require adding its check everywhere in the core

if u would want to simply add another level in current system its just changing it in commands and maybe 10 more places

issue is that ppl who want to have more gm levels often come to point where u find urself in situation where u want some1 to have specific command but not whole level so then u need new level etc and it just becomes terrible
