Sure it is something simple, but modied the worldserver.conf for things like setting guild bank tab costs to 1c for example just playing around. Doesn't seem like it took affect. Does there need to be any other files modifed or like an MPQ into the client?

Install a newer version of openssl, preferably 3.0.12 or 3.1.2 as those are known to work.
