For a project that stays entirely above the board (Pterodactyl), there is zero reason why they would ever want to adopt AC, especially since the legal issues aren't even the biggest hurdle

It's not exactly expensive to run one, it all depends on how many players you have on it. A low population is dirt cheap. A huge one, like the biggest servers around have, would cost more because there are more factors than just server hardware - the likelyhood of that happening to a random user deciding to start his own server is almost non-existant.

well funny enough they probably didnt agree to blizz ToS so they are not bound by it at all....ToS is absolutely irrelevant it has no value from point of law issue is that hosting wow server without breaking some law at some point is basically impossible and then it what matters is specific country where it happened

Why not just use something like Cockpit and use the terminal through there. At least it's web-based and no need to open a separate piece of software to maintain it. Hell, one could even develop a plugin for Cockpit if need be.
