They are different systems. Playerbots uses actual player data for the bots, so you can log your own characters in as bots, they count in autobalance as players, do quests and level up on their own, and so on. NPCBots creates bot NPCs that can join your group. It doesn't use player data, so it is cleaner to install and uninstall (doesn't leave account and character data in the database,) and offers some unique NPCs that are different than available player classes.
Currently NPCBots is much more stable, so I would recommend that one unless there is a particular feature of Playerbots that you need.
