On TC at least they get queued and x amount gets processed per world update

On AC I know there's flood protection, but don't know if there's rate limits

In AC there is some kind of rate limit for session per opcode - https://github.com/azerothcore/azerothco....cpp#L1390 It looks like opcodes per second

issue is that i want it also for AIO which is all just 1 type
