Whenever the player logs in the core checks the players talent points and makes sure they have the amount that they should have based on their level.

in that case, is there a way to set the level that players start earning talent points, and would that make the talents not reset on login? Like having them start earning talent points at level 9 instead of 10?

It will always check the talent count against what is "normal". At 80 you have 71 and nothing else. It's possible to change the core to not do this, of course.
