Even if they are forwarded both as TCP and UDP it won't stop TCP from working. There is something else happening.

in my router they look forwarded but with a port checker they are still closed

Something must be wrong with the forwarding then, unless your ISP is blocking the ports (I have zero knowledge about that, just something I've seen some people have issues with)
