im not sure if im finding the right documentation on it, but how can i remove race class limits, and armor and weapon limits? like, being able to have a tauren mage suited with plate armor and a battle axe? and even removing level limits?

It's not that easy, takes a lot of server and client edits.

You can look up the mod-arac module to see how it's done there. It's an all races all classes module and if you wanted to play around with it, make changes etc it's a good place to start (I think, haven't used it but I assume it's still usable)

while im at it, a gm command to train a character with the proficiency wouldnt work either? not what i want but a bandaid till i finish reading on everything and i stop using the repack and migrate to a self compiled one like you recommended earlier

You can train it but the server will essentially reject it because in the dbcs it's defined who gets what so it won't show up in the list of skills and I'm not even sure it would work at all. Technically it would until you log out, I suppose, but it's still not what I would consider usable.
