Some modules can be changed by using .reload config in the console or in-game but I haven't really found many that works with that so I always just restart the worldserver

It does update in realtime but you have to make sure to tell it to save. If it shows this red arrow, it's not saved. Just click the check mark at the top or click in on any other row or something like that
