In that case i actually assigns the account with id 5 to gmlevel 3 (which is the correct id this time)

Ah that explains it, ID still increments even if you delete the account

Does it mean the ADMIN account name is lost? (since changing its securty level doesn't work i'd assume other things wont work)

If it's no longer in the database it's definitely gone and can be re-registered again
