The only thing I've done in the last few days in the world config is changed the rates and the item sell prices, otherwise nothing

You're using a different branch than the master, something else must've been done to it. I've changed item prices and I've changed rates (which I do every weekend too) and I've personally never seen anyone here mention issues with vendors not working.
