look, the main problem is that hand of reckoning does damage when an enemy flees towards an ally, and doesn't when an enemy flees randomly

the description of the spell implies tc's implementation (stunned/fleeing targets take damage), but tc has a different bug (spellcasters are never valid for taking damage, somehow)
