I don't see it checking requirements in the code so I imagine you could complete it although that's not a guarantee of success

What does the `EffectBonusMultiplier` do? reserach shows it's dot/hot related but I'm not seeing any impact in-game from changes (lines 230-232 in Spell.dbc)
