The path of the config files depend on your setup. Windows has it in the build directory, Docker probably has it where you said and regular Linux has it in azerothcore-wotlk/etc/modules/

I have it with docker and It seems to be in the correct path cause it's loaded correctly when the server starts:

But I cant see any changes ingame, It seems the sqls are not executed
