Set the desired time (in milliseconds) in the fields `spellcooldown_1` and `spellcategorycooldown_1` in the `item_template` table

currently they are both set to -1 , is there a default time elsewhere then? ( thank you for helping me understand the mechanics here).

From what I could gather yes, but by changing that value you will override it.

It most likely gets the original value from the dbcs but updating those columns will override it like Abillister says. I've set mine to 15 minutes and it shows the correct time in the client and works as it should

Sadly I couldn't tell you exactly how it works because I don't know, I just know it works when updating those columns. I only assume it's related to the DBCs but I couldn't even begin to tell you which one.
