In that case it's good that you decided to do this manually instead of relying on a script to do it for you or you'd lose that knowledge.

im not sure why when i ran the mysql libs the 1st few times it just did a check, it would pull up a few things and just say 100% or something, i had closed that terminal a while ago so I have no record

Did you run apt update before trying to install the packages? I would say you did but you at least have to make sure to or it might not know about the packages.

You can. You would need to change the bind_address (on the server) but you need to read about that on google - the best advice I have for learning it yourself and in more detail.
