AzerothCore doesn't really care about the hardware, just the OS and the CPU architecture. I'm running it on a second-hand Dell business desktop, works fine.

if it was me i'd go with Ubuntu running Docker. Not only do you get to learn how to install and use Linux, but docker makes compiling and running AC quite simple.
the Windows setup was a LOT more fiddly work, imo.

technically no internet is needed for running the containers, but internet is needed for building the containers
