I have no idea. It's not hard to do luckily but I don't know of any existing tools to do so,.

Depending upon how many characters there are it might be easier to do that from in game GM commands.

Assuming you don't have the soft delete enabled in the main config file that should, theoretically, fully delete that character and related data.

It also depends on what else you want to save. If you don't want anything, just drop all tables in the characters database
