Okay so basically lets say you have MySQL.dll version 8.1.0 taken from MySQL server version 8.1.0

You decide to update your MySQL server to ver 8.1.1 and compile with it. You dont change the .dll file and keep it 8.1.0, when you start the server you will get the error above


Now Maria is another fuckery which I have never used, so usually my advice is just to "go mysql"
