it is bcs CC influence will prioritize stability of their server and u wont dedicate ur work force towards it whereas if that was not main factor for AC ppl could just do it

Dedicate the workforce? It's all volunteering, do it whenever you want to and have the time to - you shouldn't be forcing them to work on something if they don't want to work on it.

Just create a branch for it and do the work there, weekly or whatever merge down, ez pz

It's not a bad idea. Doing it months at a time could be a ton of work because you have to deal with all those changes - weekly or even daily is usually the best way to go.
