okay, now i'm really confused. i temp spawned in a Salvaged Siege Engine, left the instance and came back. Now two of the siege engines are back, and two of the demolishers, but the rest are still wrecked. This... may be above my pay grade.

Okay, I think it's just rough-scripted. If you activate Brann he'll do his spiel and then after he's all the way done telling you to charge, THEN the vehicles appear. So, not broken, just not done yet.
