well how would i go about doing it myself then? I want to have both playerbots and npcbots. Along with a talent template npc and eluna

Since both playerboth and npcbots require a fork cause the required hooks weren't added to the core by the module maintainers, i don't think it's currently possible to have both in an easy way.
The answer to the rest of your question is in the install guide wiki on azerothcore.org

last time that subject came up, the agreement was that playerbots is a sandbox. npcbots seems to be in a more complete state.

Npcbots have been fun for me so far. I just would like a repack or to set up my own that has the modules i want
