No idea. If I were you I'd just start from scratch.
Because I have tested latest msvc, boost, cmake, openssl and mysql without issues

I am running MariaDB though. Did not install MySQL server. Not sure if that is an issue or not. I already have a server running for another game via MariaDB, so wanted to use that one

It is not supported to the full extent as MySQL is
