Where the installation places the config is where it needs to be and you copy .conf.dist (copy, not rename) into one without the .dist and edit that one.

after tons of manipulation with instance reset i lost ICC 30% buff
found a mention about spell_area and instance_icecrown_citadel.cpp
spell area only 20% dodge debuf and mark from the Surfang
