Looking at the commit history most of them have the word "fix" in it, I don't know how fixing something causes it to break instead. Yes, ICC like Ulduar has *always* been broken and I can't see that having become even worse. A few things, sure, when updating certain systems that would affect it but that's true for anything that's affected by those changes and not just ICC.
